Most workers' wages are spread across several lower brackets, so the effective rate is well below the 11.00% ceiling.

Standard deduction and the cost of living

Hawaii's $4,400 standard deduction for single filers is modest compared to states that link their deduction to the federal figure. Given Hawaii's exceptionally high cost of living, that small deduction means more of each paycheck is subject to state tax than the dollar amounts might imply.
