How Illinois withholding works
Illinois's flat-tax constitution
The Illinois constitution mandates a flat income tax: every filer pays the same rate regardless of income. The current rate is 4.95% on all taxable wages. Because there is no standard deduction, the personal exemption ($2,925 per taxpayer in 2026) is the only starting offset. For a single worker with no dependents, only $2,925 is shielded before 4.95% applies to the rest.
No standard deduction: personal exemption only
Most states allow at minimum a standard deduction of several thousand dollars. Illinois does not. It uses a personal exemption of $2,925 instead. The practical effect is that Illinois workers pay 4.95% on a higher share of gross wages than they would in a state with a $10,000+ deduction. Pre-tax 401(k), HSA, and health-plan contributions do reduce Illinois taxable wages and are worth maximizing.
